Who Can Register to Vote?

To register to vote in Florida you must: 

  •  Be at least 18 years of age (You may pre-register at 16 or 17, but cannot vote until you are 18.)
  •  Be a citizen of the United States of America, and 
  •  Be a legal resident of Florida and of the county where you intend to vote.
  •  Provide your current and valid Florida driver’s license number or Florida identification card number. If you do not have a Florida driver’s license number or a Florida identification card number then you must provide the last four digits of your Social Security Number. If you do not have any of these items, you must write “none” in the box or field.

The following persons cannot register or vote:

  • Anyone who is not a U.S. citizen.
  • Anyone who has been adjudicated mentally incapacitated with respect to voting, and has not had their right to vote restored.
  • Anyone convicted of a felony who has not had their civil rights restored.

We are required to receive the original form containing applicant's original signature. Therefore, new application forms received by e-mail or fax are NOT valid and can not be accepted.

First-Time Voters in the State of Florida Applying by Mail to Register to Vote

If you are registering by mail, you have never voted in Florida, and you have not been issued a Florida drivers license, Florida identification card, or Social Security number, you will be required to provide additional identification prior to voting the first time. To ensure that you will not have problems when you go to vote, you should provide a copy of the required identification listed below at the time you mail your voter registration application.

You may provide a current and valid copy of one of the following photo identifications (ID) that includes your name and picture: (F.S. 97.0535(3)(a)

  • U.S. Passport
  • Military ID
  • Debit/Credit Card
  • Student ID
  • Public Assistance ID
  • Neighborhood Association ID
  • Retirement Center ID
  • A license to carry a concealed weapon or firearm issued pursuant to s. 790.06.
  • Veteran health identification card issued by the United States Department of Veterans Affairs
  • Employee identification card issued by any branch, department, agency, or entity of the Federal Government, the state, a county, or a municipality.

Or, you may provide a current and valid copy of one of the following documents that contains your name and current residence address: (F.S. 97.0535(3)(b)

  • Utility Bill
  • Bank Statement
  • Government Check
  • Paycheck Other Government Document

Or, if you are one of the following persons, you are exempt from having to provide a copy of an ID at this time. These exemptions are:

  • Persons 65 years of age or older
  • Persons with a temporary or permanent physical disability
  • Members of the active uniformed service or merchant marine who, by reason of such active duty, are absent from the county
  • Spouse or dependent of an active uniformed service member or merchant marine who, by reason of the active duty or service of the member, is absent from the county
  • Persons currently residing outside the U.S. who are eligible to vote in Florida

Note:  All voters are required to provide ID containing photo and signature at the time of voting in the polling place.  Without proper identification, a voter can only vote a provisional ballot.


Deadline to Register to Vote

The deadline to register to vote is 29 days before any election. All registered voters in the state of Florida can update their voter registration record at any time, with the exception of a political party change for a primary election. All party changes for a primary election must be made by the registration deadline. If the request is made after the deadline, the change will not take effect until after the election.

Political Party Affiliation - Florida is a Closed Primary State 

Florida is a closed primary state. In partisan office contests in a primary election, a voter may only vote for the candidates of the party in which he or she is registered. That's why different ballot styles exist in a primary election. The voter's ballot style is tied to his or her party affiliation. 

Voters registered with no party affiliation (NPA) are not eligible to vote for partisan candidates in a primary election unless a Universal Primary Contest (UPC) occurs.

All registered voters regardless of party affiliation are entitled to vote on non-partisan candidates and issues. 

In a General Election, all registered voters receive the same ballot regardless of their party affiliation and are eligible to vote for any candidate.
